Background

Officers support the principle of housing development on a site, but the affordable housing contribution is contentious. Relations deteriorate and determination is delayed.

Outcome

At mediation viability issues and the council’s priorities for affordable housing are explored.
A compromise is struck: the number of units is reduced, a review mechanism is included for phase 2 in case viability improves, the proportion of family units is increased and layout is adjusted for better integration. The application is amended, officers recommend approval to members and consent is granted.
